Event #1:

On Aug. 27, 2024 Page PD officers were dispatched to the City Park to investigate a report of a fight in progress. Officers arrived and found that Jeremie Henderson and Yvanna Chapmin, both from Page, had gotten into an argument that led to a physical altercation. After both individuals were arrested for disorderly conduct, they were searched. Quantities of a substance that tested presumptive positive for cocaine were found in a bag that belonged to Chapmin. Both individuals were booked for disorderly conduct. Chapmin was also charged with possession of a narcotic drug.

Event #2:

On Aug. 27, 2024, at 3:52 hours a Page PD officer who was patrolling school zones received a report of a reckless vehicle near the Desert View Elementary School crosswalk. The same vehicle had earlier been reported driving recklessly and almost striking several vehicles on State Route 98 near Page, Arizona.

The officer located the vehicle in the school parking lot and saw that it had struck a curb. The officer tried to initiate a traffic stop, but the driver fled the scene by jumping a curb and striking a vehicle near the Desert View crosswalk, which was occupied by multiple children. The vehicle then traveled into the Lake Powell Mobile Home Village, where it struck a fence, and then sped eastbound on Haul Road. Officers discontinued the pursuit because it became too dangerous.

A short time later, Page PD dispatch received a report that the vehicle was off the road on State Route 98 near milepost 311. Navajo PD was notified, and Page police and fire personnel responded toward milepost 311. While responding, officers saw the vehicle pass them traveling westbound toward Page at milepost 305. Officers were able to get the vehicle stopped without any further accidents. The driver was identified as Guadalupe Fowler of Tonalea, Arizona. Fowler showed common signs and symptoms of extreme alcohol intoxication and submitted to a preliminary breath test, which showed his blood alcohol level to be .192%, well over two times the legal limit.

Navajo PD arrived and took custody of Fowler. For the crimes he committed in Page, Fowler is facing multiple felony endangerment charges, DUI, felony flight and multiple criminal damage charges.

Chief Tim Lange said, "This incident had nothing to do with street width, signage or a lack of traffic control devices. It occurred because Mr. Fowler made the decision to drive in an irresponsible, reckless manner while he was allegedly intoxicated and in the immediate area of multiple schools that were letting children out for the day. He endangered multiple lives and when law enforcement tried to stop him, his behavior continued with no regard for human life. We are fortunate to have gotten him stopped before he seriously hurt or killed someone. I thank our officers who were out patrolling school zones when they were."
