County Manager Cynthia Seelhammer has announced the appointment of James (Jimmy) Jayne as the new special initiatives director for Coconino County. Jayne will serve on the executive leadership team and work on economic development for the county.
Jayne has been the Navajo County manager since 2003. Prior to his term as county manager, he was the chief of staff in the U.S. House of Representatives, worked for the Arizona Corporation Commission and the Arizona Water Banking Authority.
“We’re extremely lucky to have Jimmy Jayne join our team,” said County Manager Seelhammer. “Jimmy has the experience to help the county through this time of uncertainty when funding sources at the national and state levels are questionable. The partnerships he’s developed across Northern Arizona will also help position our economy to deal with the potential closure of the Navajo Generating Station.”

As the special initiatives director, Jayne will also oversee the public affairs and community outreach department to support successful operations of the board of supervisors and help ensure county’s goals are met. He will also work with the Public Health Services District to analyze and advise on Title 36 management.
“I look forward to working with the excellent elected officials and staff in Coconino County,” said Jayne. “I’ve had the pleasure of collaborating with management and staff over my career and know they are dedicated to serving the people of the county. This is a great opportunity for me to join them in their service.”
Jayne serves on the International City/County Management Association Executive Board, Arizona State University School of Public Affairs Academic Advisory Council and the United Way of Northern Arizona Board. He earned his undergraduate degree from Northern Arizona University and his MPA and certified public manager certification from ASU.
“I welcome the talent and experience Jimmy Jayne will share with our county,” said Chairwoman of the Board of Supervisors Liz Archuleta. “He will complement our current leadership team and will help lead Coconino County during these challenging times.”

jJayne will officially start with the county Aug. 8.
