Page city manager Crystal Dyches to resign

Her resignation will be effective June 17.

Crystal Dyches announced Monday that she will be resigning as Page City Manager effective June 17, 2018. Dyches recently accepted a position as city manager for the city of El Mirage, Arizona.


Dyches’ decision to leave was prompted by her husband’s employment. He’s an NGS employee. As she wrote in her resignation letter, “The approaching closure of the Navajo Generating Station and the end of my husband’s employment in Page precipitated a job search.”


Her husband will remain in Page through the closure of the plant.


“We’ll see each other on weekends,” Dyches said.


Dyches has served as Page city manager for four years, during a very busy, productive time in Page’s history.


“I think the legacy from my time as city manager will be parks,” Dyches said. “We created a parks master plan, we partnered with the National Park Service to expand and improve horseshoe bend.” Other park plans are in the works too.


Some of Dyches achievements during her time as city manager include:


    Direct the preparation of the $36.5 million annual budget, which includes a $14 million General Fund budget, present recommendations to the City Council, and oversee budget execution


    Facilitate annual City Council strategic plan, and provide strategic guidance to executive management team members to fulfill the City Council strategic priorities


    Completed a classification Sstudy and compensation curvey, zoning code update, 10-Year street CIP and parks master plan
    Planned and executed the first inaugural Northern Arizona Economic Outlook Forum for our region, in partnership with Page Lake Powell Chamber of Commerce, Coconino County, Navajo Nation, ECONA, Kane County and Northern Arizona University


    Initiated a partnership with Glen Canyon National Recreation Area representative to develop a design master plan for the iconic Horseshoe Bend overlook


    Accelerated debt service by doubling the amount transferred into the Bond Reserve Account; accelerated Arizona Public Safety Personnel Retirement System (PSPRS) unfunded liability payments by paying an addition $1M towards annually toward the City’s $3.9M unfunded liability; increased the General Fund cash balance by $8.3M (179%) from July 2014 – July 2017 and


    Implemented changes in to the City’s Health Care plan that resulted in significant savings to the City.


Dyches said there are several things she’ll miss about Page such as weekends on Lake Powell and being able to ride her 4-wheeler through the desert.
